1)        Prior to the appointment, Western International had been in serious financial difficulties, due to the Los Angeles riots on April 29, 30 and May 1, 1992. Under the order of California Department of Insurance, Western International cannot write any new business. Even for renewal business, the company was allowed to renew only those cases with loss ratio less than 50%.

2)        Appointed with a mission to look deeply into every aspect of the company, present a complete financial picture of same and make a recommendation to turn around the company.

3)        Have worked seven days a week and eighteen hours a day continuously for the duration of presidency, dealing constantly, at an extremely fast pace, with the Board of Directors, shareholders, policyholders, claimants, California Department of Insurance, employees, sales force and brokers, suppliers, creditors, news media, trade journals, potential investors, investment bankers, reinsurers and their brokers, auditors, consulting actuaries and groups of lawyers.

4)        Initiated numerous strategies and presented a number of plans (including sophisticated financial reinsurance programs) to save the company.      

5)        The Board of Directors decided to let California Deportment of Insurance and Guarantee Association take over the company.

l   Qualified to represent Taiwan to compete for the 10 Km and 5 Km events in the 1997 World Veteran Games held in Durban, South Africa and the 10Km Cross Country, 10Km and 5Km events in 1999 World Veteran Games held in Gateshead, United Kingdom.

l   Qualified to represent Taiwan to compete in the 11th Asian Veterans’ Athletic Championship held in Bangalore, India, November 6 through 10, 2000 and won a silver medal (4´400m relay), two bronze medals (5km and 4´100m relay) and a 4th place (10km).

l   Qualified to represent Taiwan to compete for the 10km, 5km and 1.5km events in the 14th World Veterans’ Athletic Championship held in Brisbane, Australia, July 4-14, 2001.

l   Austrian Academy of Sciences has issued a call for book to answer the following question: How to Sustain and Improve National Labor Conditions and Social Security Systems in Times of Economic Globalization? This is a global “winner-takes-all” competition with the prize of EUR 100,000 for which I have been working very hard for a few months now. The deadline to submit the book (in English) is Dec. 31, 2009.

l   Watson Wyatt Worldwide (WWW)

I have been a Senior Advisor to Watson Wyatt Worldwide for more than 8 years now. From time to time I have been engaging in various consulting   projects for WWW with multinational, regional , and domestic financial   institutions, governments, NGOs, etc. These consulting contracts/projects are proprietary and so are not open to the public. Therefore I am not allowed to list them here.

 

7. Work In Progress (For People’s Republic Of China)

 

l   National Health Insurance Program: PRC is in urgent need of a National Health Insurance (NHI) Program to provide health insurance coverage to all her people. An increasing number of nations such as U.K., Germany, South Korea, and Taiwan have set up their NHI program and PRC can expect to establish her own NHI relatively smoothly.

l   National Social Security System (SSS): Virtually every developed country has its SSS. Now that PRC is in the process of becoming a developed nation, she should have started to prepare herself for a sound and feasible SSS.

l   PRC can also combine her NHI program with SSS and call it People’s Provident Fund just like Singapore’s Central Provident Fund, Malaysia’s Compulsory Provident Fund, Hong Kong’s Mandatory Provident Fund, and what I design for the U.S.A. called U.S. Federal Provident Fund.

l   National Catastrophic Insurance Program (NCIP): Many nations have set up their NCIP to cover those catastrophes such as huge earthquakes, tsunamis, etc which are not commercially insurable. Due to the frequency and severity of natural disasters occurring in PRC, she should set up such a program for relieving disasters systematically.

l   In order to sustain and improve her rapid economic development, PRC should gradually shift from her manufacturing-based economy to knowledge-based economy. In doing so, PRC should establish a new Ministry of Manpower just like Singapore government with an important purpose of recruiting the best and the brightest professionals from around the world.

l   Many forward-looking well-developed nations such as Austria, Switzerland, etc have been asking the following question: How to sustain and improve national labor conditions and social security system in times of economic globalization? I am writing a book to answer such a great question. In order to help PRC prepare herself to become a super power, PRC should also try to answer such a creative and insightful question.

l   Because of rapid advances in the development of increasingly sophisticated financial products and economic globalization, PRC should consider combining all supervisory authorities of financial services into one single superintendent of all financial institutions just like Canada, Denmark, U.K., and Japan.

l   In order to help prepare PRC to become a super power, PRC should embark on a nationwide Innovation Management program systematically so that innovation will become a way of life.

l   Asset and Liability Management (ALM) has been a critically important subject for financial institutions in the developed nations. PRC’s rapid development in financial service industries could end up with serious mismatching of assets and liabilities resulting in financial insolvency. And so ALM should become an item seriously monitored by the relevant supervisory authority.

l   Modern hospital incorporates both outcome measurement and outcome management as an integral part of hospital management. It is time for PRC hospitals to implement such programs.
